Since around when Ietsuna Tokugawa became the 4th Shogun, Bakufu had been putting intellectuals rather than those who had great militaristic arts skills on Bakufu’s important posts.
So, all the Domain heads (the feudal lords) in Japan had turned highly inspired to educate themselves, their Domain ministers, and their Domain Samurai.
For instance, Masayuki Hoshina, Aizu (Fukushima Prefecture) Domain’s feudal lord was truly one of the notable examples who made wise political decisions.
When the very magnificent 5 story castle tower of Edo Castle was burnt down by the Conflagration in Meireki (the name of Japanese era) in 1657 which devastated 60% of the buildings in Edo, Bakufu chose not to rebuild the castle tower.
As Masayuki Hoshina proposed to the 4th Shogun, Bakufu instead chose to spend all the budget to help Edo citizens’ lives and to rebuild the buildings in Edo in a way the citizens would be protected from future disastrous events.
